Controlled Substance
規制薬物 (Kisei yakubutsu)
A medication subject to strict government regulation due to its potential for abuse, dependence, or harm. Japan classifies controlled substances under the Narcotics and Psychotropics Control Act. Categories include narcotics (opioids), psychotropics (benzodiazepines, stimulants), and designated substances. Foreign residents must obtain Japanese prescriptions; bringing controlled substances into Japan from abroad requires advance government approval and documentation. Violations carry severe legal penalties.
Medications like Adderall (amphetamine salts) are entirely prohibited in Japan even with a valid foreign prescription; travelers must consult the Ministry of Health before entry.
