Medical Consultation Services
Multilingual health information and consultation guidance as provided by AMDA-IMIC to foreign residents in Japan.
Foreign nationals living or working in Japan encounter a healthcare system that, while technically excellent, presents substantial language and administrative barriers. AMDA-IMIC's consultation services addressed those barriers directly by providing multilingual information about how to access and navigate Japan's health system.

The consultation services that AMDA-IMIC provided included information and guidance across several areas important to foreign residents:
- Health insurance enrollment guidance: Japan requires most foreign residents staying longer than three months to enroll in either the national health insurance program (Kokumin Kenko Hoken) or, for company employees, the employee health insurance program (Shakai Hoken). AMDA-IMIC provided multilingual guidance on enrollment procedures, coverage scope, and premium calculation.
- Hospital and clinic navigation: Japan's hospital system separates primary care, specialist care, and large hospital care more strictly than many countries. Understanding referral procedures, selecting the appropriate facility type, and preparing for appointments all require familiarity with Japanese conventions that AMDA-IMIC translated and explained.
- Interpretation support information: AMDA-IMIC maintained information about available medical interpretation services and multilingual volunteer networks in major Japanese cities. This helped foreign patients prepare for appointments where language support might be needed.
- Administrative form assistance: Japan's health system requires substantial paperwork for insurance claims, worker's accident compensation, and specialist referrals. The center's forms library documented these forms in nine languages, with guidance on how to complete each type.
- Emergency guidance: Information on emergency contact numbers, how to communicate in emergency situations, and what to expect when accessing emergency care as a non-Japanese speaker.
Languages Available
All consultation guidance was available in nine languages through dedicated language channels. The center served communities speaking English, Mandarin Chinese, Korean, Portuguese, Spanish, Filipino (Tagalog), Thai, Vietnamese, and Japanese.
This multilingual coverage reflected the demographic composition of Japan's foreign resident population, which includes large communities from Brazil, China, Korea, the Philippines, and Southeast Asia, alongside the substantial English-speaking international community.
Scope of Information
AMDA-IMIC provided health information and administrative guidance, not clinical services. The center connected foreign residents with information about the health system and helped them understand administrative requirements. For clinical care, foreign residents were directed to appropriate licensed healthcare facilities.
The materials in this archive reflect that scope. Forms, guidance documents, and reference sheets are preserved here as documentation of the administrative and informational support that was available to the foreign resident community in Japan during the period 2013–2024.
